Tasmanian Irrigation is a State-owned Company that develops, owns and operates irrigation schemes in Tasmania, in accordance with sound commercial practice. Our mission is to deliver water where and when it’s needed to support sustainable agricultural growth in Tasmania.
We own and operate 19 irrigation schemes across the state, and we have $1.3 billion of new irrigation projects in development. We deliver water to our customers at the lowest sustainable price, while responsibly and sustainably managing our water resources, scheme assets and the environment.
Tasmanian Irrigation has the capacity to deliver 156,000 megalitres of high surety water each year, irrigating more than 133,000 hectares of land. For every 1,000 megalitres of water delivered, there is up to $3 million in on-farm investment, up to $7 million in annual economic uplift, and up to 30 direct and indirect jobs created.
All schemes developed and operated by Tasmanian Irrigation are economically viable, environmentally sustainable, have strong community endorsement, are designed to last at least 100 years and deliver water at an average reliability of more than 95 per cent per annum.
ABOUT THE ROLE
Tasmanian Irrigation is seeking an experienced and strategic People & Culture Manager to lead our people function and help shape the future of our workforce.
Reporting to the General Manager People & Sustainability, this pivotal leadership role provides both strategic and operational direction across all aspects of People & Culture. You will partner closely with the Executive Leadership Team, Board and leaders across the organisation to deliver contemporary workforce strategies, people initiatives and organisational development programs that support business performance and culture.
As a trusted advisor, you will provide expert guidance on workforce planning, organisational development, employee and industrial relations, remuneration, governance, compliance and organisational change. You will also lead the People & Culture function, ensuring the delivery of professional, responsive and customer-focused services that support our people and organisational objectives.

WHAT YOU’LL NEED TO SUCCEED
Key to this role will be your ability to:
- Provide strategic People & Culture leadership that aligns workforce capability with organisational objectives.
- Build trusted relationships and influence stakeholders at all levels of the organisation.
- Lead complex employee and industrial relations matters with confidence, sound judgement and professionalism.
- Develop and implement workforce strategies, policies and initiatives that support organisational performance and employee experience.
- Drive organisational change, leadership capability and continuous improvement initiatives.
- Deliver workforce insights and reporting that support informed decision-making by the Executive Leadership Team and Board.
- Lead and develop a small People & Culture team while maintaining a strong customer-service focus.
- Ensure compliance with employment legislation, industrial instruments, governance requirements and contemporary HR best practice.
To be successful in this role, you will bring:
- Significant experience in a senior People & Culture, Human Resources or Workforce Management leadership role.
- Strong knowledge of employment legislation, industrial relations frameworks and contemporary People & Culture practices.
- Demonstrated experience managing complex employee relations, investigations, performance management and workplace matters.
- Experience providing strategic workforce advice to senior leaders and supporting organisational change.
- Exceptional communication, stakeholder engagement and relationship management skills.
- A proactive, collaborative and solutions-focused approach aligned with TI's values and culture.
Tertiary qualifications in Human Resources, Industrial Relations, Business or a related discipline will be highly regarded, along with experience in a government business enterprise, regulated industry or similar complex environment.
